Multiplicatorul lui Pogea

Ministrul de Finanţe a început să devină obositor cand tot repetă ce efect de multiplicare fenomenal vor avea cheltuielile (aici e un Multiplicator nerecomandat minorilor) multiply2 de investiţii pe care le va efectua guvernul anul acesta.

Argumentul multiplicatorului e o prostie lasata mostenire breslei economistilor de “părintele” macroeconomiei moderne – J. M. Keynes. Faptul că Pogea îl tot invocă arată un anumit grad de incultură, dar desigur, ministrul nu este tocmai renumit pentru erudiţia sa în acest domeniu.

Curioşii pot consulta, de exemplu, Robert Barro (Harvard University), ca să înţeleagă ce părere au economiştii adevăraţi despre multiplicator.

Dar să explicăm cum funcţionează “multiplicatorul”.

Pentru a înţelege cum interacţionează bugetul guvernului cu economia, să luăm exemplul preferat al ministrului de finanţe. Să presupunem că guvernul hotărăşte reabilitarea termică a blocurilor, drept pentru care cumpără polistiren (materialul ce serveşte la realizarea izolaţiilor exterioare) şi adeziv pentru polistiren în valoare totală de 1 miliard de lei. Această comandă va influenţa pozitiv profitabilitatea industriei materialelor de construcţii, asigurând continuitatea producţiei şi a locurilor de muncă pentru o bună perioadă de timp. Şi s-ar părea că nu numai atât. Pogea opinează că politica guvernului va avea efecte benefice nu doar asupra acestei industrii, ci asupra întregii economii. Consecinţa imediată va fi aceea că veniturile industriei materialelor de construcţii cresc cu 1 miliard de lei. Dar, pentru a răspunde creşterii cererii, fabricile de polistiren şi adezivi vor fi obligate să îşi sporească la rândul lor cererea pentru factori de producţie. De exemplu, vor trebui să cumpere mai multă energie, materie primă şi, bineînţeles, să angajeze mai multă forţă de muncă. Creşterea cererii pentru factorii de producţie duce, firesc, la creşterea veniturilor proprietarilor acestora. Salariaţii fabricilor vor pleca acasă cu mai mulţi bani, iar furnizorii de materie primă vor încasa şi ei mai mult pentru cantităţile livrate, fiind în măsură să sporească salariile propriilor muncitori, şi aşa mai departe. Mai departe, creşterea veniturilor proprietarilor factorilor de producţie determină creşterea cererii pentru alte bunuri. Se vor cumpăra mai multe televizoare, mai multe pachete de carne, sticle de bere etc. Astfel, producătorii de bere vor descoperi că au mai multă nevoie de materie primă, utilaje şi muncitori pentru a răspunde creşterii consumului de bere.

Acesta este procesul de multiplicare invocat de autorităţi. Prin procesul descris mai sus, achiziţia iniţiată de guvern îşi propagă efectele treptat în întreaga economie, ducând la creşterea cheltuielilor tuturor indivizilor şi la sporirea producţiei tuturor bunurilor.

Realitatea este însă puţin mai complexă decât lasă să se înţeleagă efectul multiplicatorului. Cea mai importantă întrebare la care trebuie să răspundem este, de unde face rost guvernul de banii necesari pentru a cumpăra polistirenul? Să presupunem că guvernul măreşte impozitele în mod corespunzător, respectiv cu 1 miliard de lei. În această situaţie, veniturile de care dispune populaţia se vor reduce cu aceeaşi sumă. Având mai puţini bani, publicul îşi va diminua cererea pentru bunuri şi servicii, provocând probabil multor manageri de firme dureri de cap. Ne putem aştepta ca producţia totală din economie să scadă iar numărul şomerilor să crească. În concluzie, achiziţia polistirenului şi adezivului de către guvern generează nu o creştere generalizată a cererii, ci o simplă deviere a cheltuielilor indivizilor: pe măsură ce veniturile şi consumul unora sporesc, veniturile şi consumul altora scad. Acest fenomen reflectă ceea ce manualul de economie numeşte “efectul de evicţiune” (“crowding out”). Altfel spus, efectul de înavuţire presupus de multiplicatorul lui Pogea este contrabalansat de tendinţa de sărăcire provocată de efectul de evicţiune.

Acelaşi efect de evicţiune are loc dacă guvernul nu sporeşte impozitele, preferând să contracteze un credit de 1 miliard de lei. Cei care acordă statului cu împrumut banii necesari cumpărării polistirenului rămân ei înşişi cu mai puţine mijloace pentru a-şi finanţa cheltuielile. Această dificultate se manifestă în cel mai vizibil mod datorită creşterii ratei dobânzii, pentru că băncile vor avea mai puţine resurse de oferit sectorului privat.

Rezumând cele spuse, mărimea producţiei agregate nu este afectată de creşterea cheltuielilor guvernului. Politica fiscală modifică structura veniturilor din economie, dar nu influenţează neapărat în mod pozitiv creşterea economică.
